African Union head Muammar Gaddafi of Libya is calling rebels in Niger and Mali to abandon their armed struggle and to put down their weapons, but rebels have shown no interest in talks

The Tuareg rebels have been kidnapping Western visitors and raising concerns among mining investors who have an interest in Niger’s uranium.

Niger has refused to talk to insurgents, including the rebel faction group Niger Justice Movement who asked for negotiations in order to restore peace.

Mali on the other hand has negotiated with dissident groups campaigning for greater autonomy of its land.

Last month 600 rebels in norther Mali disarmed after Malian military pressure and Algerian mediation.
